COUNTER-TERRORISM & STATE SECURITY

Protecting Places of Mass Gathering

Incidents that have taken place over recent years demonstrate that places of mass gathering are an attractive target for terrorists. By their very nature, these places normally encourage access for the general public with a minimum of security controls. This presents terrorists with various potential opportunities for mass casualties, symbolism, high impact imagery and economic loss.

The National Counter-Terrorism Committee has recognised the need to ensure a nationally consistent approach to the protection of places of mass gathering. To this end, the National Approach for the Protection of Places of Mass Gathering from Terrorism has been developed to support a consistent, systematic process for identifying security risk management activities that can be integrated into existing emergency management arrangements.
